SLA sets new standards for Statsbygg’s recruitment function
When the Norwegian Directorate of Public Construction and Property (Statsbygg) recruited Ola Melby as HR advisor, the directorate was already harboring ambitions for the quality of its in-house recruitment function to equal that of leading third-party providers.
“Top management has two stated objectives,” says Melby, “operational efficiency and completeness of delivery.” The same applies to the directorate's recruitment function.
To further its goal of an internal recruiting function able to compete with the best in the market, Statsbygg has opted to implement a Service Level Agreement (SLA).
Professional recruitment processes – not just for large organisations
The Norwegian Forest and Landscape Institute is a national institute under the Ministry of Agriculture and Food. It was formed in 2006 by the merger of the Norwegian Forest Research Institute and the Norwegian Institute of Land Inventory. The Institute provides the business community, the authorities and the general public with information in matters relating to the environment and commercial activity through research and the mapping of land resources. The Institute has about 230 employees, and its head office is in Ås in south-east Norway.
“After the merger one of our two HR advisers chose to leave, and it was decided not to replace that staff member. This is why we have the current situation, where 230 employees are served by just one HR officer,” explains Ulla Britt Wiig Kristensen, senior HR adviser.

Like other public sector entities, the Norwegian Directorate for Education and Training (Utdanningsdirektoratet) is required to comply with strict rules regarding the documentation of recruitment processes.
